The rule this page is about, and who it binds
Portugal's telecom law binds companies, not travellers. Artigo 1.º of Lei n.º 16/2022 sets the subject as «o regime jurídico aplicável às redes e serviços de comunicações eletrónicas» (official PDF at files.dre.pt, read 8 September 2026). The same article adds the spectrum, the numbering resources, «certos aspetos dos equipamentos terminais» and the regulator's powers. The act does reach terminal equipment. It still asks nothing of the person carrying it.
The words that would bind a traveller are missing from the text. A search of the official 136-page publication of 16 August 2022 returns «IMEI» zero times (searched 8 September 2026). The same search returns zero for «cartão SIM» and for «documento de identificação». Artigo 111.º bars companies from applying different access conditions «por razões relacionadas com a respetiva nacionalidade, local de residência ou local de estabelecimento» (read 8 September 2026). That bar lifts only where a difference is objectively justified by costs and risks.
One article does speak of identifying end users, and it cannot reach you. Artigo 126.º says companies «podem ... criar e gerir mecanismos que permitam identificar os utilizadores finais que não tenham satisfeito as suas obrigações de pagamento» (read 8 September 2026). That is an optional shared database of unpaid bills, built by the companies at their own choice. A prepaid data profile leaves no Portuguese contract behind, and no bill to default on.
What a tourist eSIM skips, and where the line runs
You skip everything at purchase, because Portugal demands nothing there. No counter, no form and no device declaration stands between you and the profile. The catalogue records no KYC step for the Portugal plan (checked 8 September 2026).
The regulator writes unidentified prepaid customers into its own act. Regulamento n.º 38/2025 of ANACOM builds a porting validation code from the last characters of the tax number (Diário da República, 9 January 2025). Artigo 12.º n.º 2 d) then covers the case where there is none: «e na sua ausência (NIF desconhecido) «AAAA»» (read 8 September 2026). Artigo 11.º n.º 2 b) covers a contract holder whose tax number the losing operator does not know (read 8 September 2026). A mandatory identity check and a field for an unknown taxpayer cannot both stand.
One Portuguese rule does run through an identity document, and you never reach it. Artigo 11.º n.º 2 d) makes the receiving provider check a signature against a presented identity document, «mesmo quando se trate de serviços pré-pagos» (read 8 September 2026). The check falls away where a recognised electronic or handwritten signature was used. The duty sits on the provider, inside number porting. Porting moves a Portuguese number you already hold, and buying a data plan starts nothing of the sort.
The second line runs into the future. On 29 May 2026 the Council of Ministers approved a bill on prepaid identification (portugal.gov.pt communiqué, read 8 September 2026). It «torna ainda obrigatória a identificação dos utilizadores de cartões pré-pagos móveis». A bill that makes identification obligatory presupposes it was not obligatory that day. No resulting law was found published in Diário da República by 8 September 2026. Whether it would reach a data profile like this one stays unreadable until a text appears.
What you get: operator, networks, APN
Your Portugal profile is a Fofo Mobil prepaid data plan running on NOS 5G, Vodafone 5G and MEO 5G (catalogue, checked 8 September 2026). The catalogue records the eSIM type as prepaid and the plan type as data. It names no other network for Portugal.
The APN needs nothing from you. The catalogue records it as automatic on iOS and on Android, and publishes no manual value for either (checked 8 September 2026). **Leave the APN fields untouched on both platforms.**
The profile also keeps for a year. The catalogue records an install window of 365 days (checked 8 September 2026). It does not say what that window counts from, and buying close to your trip keeps the question away.
Package shapes, and the wall your trip hits
Portugal is sold here in two shapes, and each one fails differently. A gigabyte tier ends on a data cap. An unlimited tier ends on a calendar.
The gigabyte tiers start at 1 GB over 7 days for $3.99 (catalogue, checked 8 September 2026). Next is 2 GB over 15 days at $4.99. Then 3 GB over 30 days at $5.99. Then 5 GB over 30 days at $6.99. The two largest also run 30 days, at $8.99 for 10 GB and $12.99 for 20 GB (catalogue, checked 8 September 2026).
The unlimited tiers are sold by days instead (catalogue, checked 8 September 2026). Three days costs $8.99 and five days $11.99. Seven days costs $13.99 and ten days $17.99. Fifteen days costs $30.99, and thirty days $45.99 (catalogue, checked 8 September 2026).
Which shape fits is decided by days and by what the screen does. Four of the six gigabyte tiers run 30 days (catalogue, checked 8 September 2026). A two-week trip sits inside that calendar and can only fail on the cap. Maps, messaging and boarding passes stay light. Video calls and photo uploads run heavy, and they empty a small tier in days. **Take an unlimited tier for a short busy trip, and a 30-day gigabyte tier for a light one.** Either way, buy a window that outlasts your return date.
When the day count starts, before you fly and after you land
The day count starts at first use, not at checkout. The catalogue records activation as first usage for the Portugal plan (checked 8 September 2026). Buying weeks ahead therefore costs you no days. The catalogue does not define the trigger any more finely, and we did not test it on a device.
Installing is a separate step from activating, and it belongs at home. You install from your order page in this store, over wi-fi, and the phone has to support eSIM to accept the profile. Leave that line switched off once it is installed.
After landing, the profile needs two switches from you. **Switch the eSIM line on and turn data roaming on for that line.** Wait for a network name to appear before you leave the terminal. Airport wi-fi is still in reach if something needs sorting out.
Out of data: topping up

The catalogue is silent on one point, and silence is not a promise. It does not say whether a new package restarts the day window or runs beside the old one. Top up while the current package is still alive, and the question never reaches you.
Coverage: what the catalogue names, and what it does not
Your coverage runs across Portugal and out to both archipelagos. The catalogue puts Fofo Mobil on NOS 5G, Vodafone 5G and MEO 5G (checked 8 September 2026). It states that coverage also includes Madeira and the Azores. No excluded territory is listed for Portugal.
What the entry withholds matters as much. It gives no radio bands, no speed ceiling after heavy use, and no rule for which of the three networks a phone picks. It says nothing about indoor signal in old Lisbon buildings, Alentejo back roads or the smaller Azorean islands. Those answers are not in the catalogue, and we do not import them from elsewhere.
A data-only plan beside your home line
The Portugal plan carries data, and your calls and texts stay where they are. The catalogue records the plan type as data and the eSIM type as prepaid (checked 8 September 2026). Your home line goes on handling bank codes and airline messages.
The two-line setup is short. **Turn data roaming off on your home line, and leave that line itself switched on.** The eSIM then carries the traffic while SMS codes keep arriving.
Messaging apps keep running from the account you already have. WhatsApp, Signal and Telegram know you by the number registered to them, not by the profile carrying the packets.
Calls over WhatsApp, Telegram and FaceTime run in Portugal, and blocking them is an offence. Article 3(3) of Regulation (EU) 2015/2120 requires providers to treat all traffic equally (EUR-Lex, read 8 September 2026). The duty holds «irrespective of ... the applications or services used or provided». Artigo 178.º n.º 7 a) covers «a violação das obrigações previstas nos n.os 1 a 3 do artigo 3.º» (Lei n.º 16/2022, read 8 September 2026). The grade there is very serious.

What we did not check: The store's /portugal/ address returned HTTP 404 on 8 September 2026, so the product source above links the store root instead of a country page. The EUR-Lex page for Regulation (EU) 2015/2120 answered with an empty HTTP 202 on the same day, so the Article 3 wording rests on the research reading rather than a fresh fetch; the Portuguese sanction, Artigo 178.º n.º 7 a), was read in the official PDF. ANACOM's own site and parlamento.pt timed out, so the regulator's act was read in Diário da República and the parliamentary stage of the May 2026 bill was not confirmed. Lei n.º 16/2022 was read in its published text of 16 August 2022; Declaração de Retificação n.º 25/2022, Decreto-Lei n.º 114/2024 and Decreto-Lei n.º 5/2026 were not opened, and their stated subjects are typographic corrections and the industry levy paid to the regulator.
