What actually happens to app calls in the UAE (and what a data eSIM changes)
A UAE eSIM does not unlock WhatsApp or FaceTime calls. Voice and video calls inside those apps are blocked on the two licensed carriers' networks, and a roaming data eSIM carries its traffic over one of those same networks. Messaging, browsing, maps and every other kind of data traffic work as expected.
The block is not a rumour about carrier behaviour. TDRA’s own policy gives each licensed carrier the right to block unlicensed VoIP on its network (TDRA VoIP Regulatory Policy v2.0, 30 December 2009, checked 14 August 2026). That clause is quoted in full below. Every result we checked on 10 August 2026 reports the right still being used, Google’s own AI summary included.
This eSIM is data-only to start with. No phone number, no SMS, no calling minutes — the same baseline as every other travel eSIM in this catalogue. The VoIP question is separate. It’s whether an app riding on that data connection, like WhatsApp’s own calling button, gets through. It doesn’t. The reason has nothing to do with which SIM the data comes from.
Type “esim uae” into a search engine and the results split into two camps: one gets the mechanism backwards, the other stays vaguer than the document it describes. Take the first camp. An Instagram post claims it outright: “Travel eSIM data does not carry that restriction” that local UAE SIMs carry (instagram.com, checked 10 August 2026). onesimcard’s own UAE page goes further. It asks “Can I use WhatsApp in United Arab Emirates?” and answers: “Yes! WhatsApp and any other previously installed messaging or VoIP app will work” (onesimcard.com, checked 10 August 2026).
Neither claim survives contact with the regulator’s own wording, quoted next. The default on every UAE network is the same, roaming eSIM included: WhatsApp calls blocked, data working normally.
The policy in the regulator’s own words
Two licensees can block VoIP in the UAE. The regulator put that authority in writing seventeen years ago.
Section 3.1 of the policy states it directly: providing VoIP requires a licence, and “at present there are two Licensees which are legally entitled to engage in or conduct Regulated Activities in the State” — Etisalat and du. The same section adds this was never meant to be temporary: “it is not the TRA’s present intention to issue any further Licences that would allow the holders of such Licences to provide VoIP Services.” The local regulator TRA is called TDRA now. It has published no newer version of the policy. The results we checked on 10 August 2026 still name the same two carriers, du and e& (the Etisalat group’s current brand).
Section 3.2 is the operative clause. It’s the one that nothing in the results we checked for “VoIP restriction UAE” actually cites. Quoted in full: “Where a Licensee believes that a VoIP Service is being provided by a person not licensed to do so under the Law, over a Public Telecommunication Network operated by that Licensee, that Licensee will be entitled to block that VoIP Service, unless instructed by the TRA to do otherwise.” Read literally, the block attaches to a network. Not to a SIM type. Not to a nationality. Traffic roaming on Etisalat’s network is traffic on Etisalat’s network, whether it arrives through a local line or a travel eSIM. Nothing in §3.2 carves out roaming data as an exception. Plainly stated: an eSIM does not bypass the VoIP block in the UAE, because the network decides, not the SIM.
One narrow exception exists, and it doesn’t reach a traveller. Sections 3.3 and 3.4 exempt a Closed Group Network. That’s a private network run inside the UAE for a single company, or for education or government use. It has no link to the public network. A hotel’s guest Wi-Fi, a roaming eSIM’s data connection and a personal WhatsApp account are all riding the public network instead. The exception covers internal corporate and institutional systems. It was never written for a visitor’s phone.
Coverage elsewhere in the “esim uae” results skews vaguer than the text it describes. Holafly’s UAE page states flatly that “WhatsApp is banned in Dubai” (esim.holafly.com, checked 10 August 2026) — overstating it the other way, since messaging and media sharing work fine. esim.net calls the calling features merely “inconsistent or restricted” (esim.net, checked 10 August 2026), softer than a regulator-authorised block. Google’s AI Overview for this query ran 10 August 2026. It states plainly that “local firewall restrictions enforced by UAE carriers... frequently intercept and block unapproved VoIP protocols anyway,” regardless of provider. It’s the one summary in the results that lines up with §3.2 — without citing it directly.

Burj Mobile is Airalo’s eSIM for the UAE. It roams on Etisalat’s 5G network across all twelve of its packages (Airalo catalogue data, checked 14 August 2026). It’s a prepaid, top-uppable data plan. No calls, no SMS, no UAE phone number by design — independent of the VoIP question above.

Ten more tiers sit between and above those two, scaling data and duration together. These two show the entry point and one mid-range example. The usage clock starts at first connection in the UAE, not at installation. Install the profile whenever suits you before departure — nothing runs down until the phone actually registers on a UAE tower. A small number of Airalo’s catalogue countries invert that rule and start the clock at install instead. The UAE isn’t one of them.
Coverage runs on Etisalat’s own network, the same towers UAE residents use across Dubai, Abu Dhabi and Sharjah. No separate roaming agreement changes coverage between emirates.
The APN you have to type on Android: globaldata
Android needs one manual field before this eSIM passes any data at all. The APN, set to globaldata (Airalo catalogue data, checked 14 August 2026). iPhone never asks — the same profile fills that value in automatically on iOS. Skip this step on Android and the phone still shows signal bars and a “connected” label. Zero data actually moves.
The UAE sits in the 73-country slice of Airalo’s catalog where Android needs this typed in by hand — 121 of 368 operator entries, 32.9%, cross-checked 3 September 2026. Rule it out first: it’s a separate, unrelated failure mode from the VoIP policy covered above, not a symptom of it. The path runs through Settings, then Network & internet or Connections. From there: SIM manager or Mobile networks, then the Burj Mobile eSIM’s own entry, then Access Point Names. Add a new APN. Type globaldata into the APN field exactly as given, and leave every other field on its default. Save it, then select it from the list — an unselected entry does nothing even once it’s saved. Legal ways to make a call
Alternatives for calling home split into three routes, and none of them is a setting on the eSIM. The first is an app that carries the regulator’s approval rather than working around it. Licensed calling apps BOTIM and similar services are what UAE carriers sell for this. They come as a paid subscription, not free the way WhatsApp calling is.
Two limits on that, stated plainly. TDRA’s policy text names no app at all, and none of the “esim uae” pages we checked on 10 August 2026 names one either. Confirm the cost and the coverage with the carrier first. This page has not verified either against a primary source.
The ordinary phone network is the second route, and none of this touches it. A standard voice call or SMS over your own phone number runs on the licensed telecom network. It always has. International rates are whatever your carrier charges. Section 3.2 targets unlicensed VoIP services specifically, not cellular calls. This is not a roaming vs local rules gap in the traveller’s favour: both paths cross the same licensed network either way.
A VPN for calls is the fix nearly every competitor page reaches for. simoptions' UAE page states it directly: “we recommend using local apps or a VPN if you need to make voice calls over data” (simoptions.com, checked 10 August 2026). This page doesn’t make that recommendation. A VPN routes around a rule TDRA wrote on purpose and can enforce under §3.2. That’s a different proposition from a technical workaround for a bug, and not one this page argues for or against. What’s true regardless: a VPN changes nothing about the mechanism above, and it isn’t a feature of any eSIM.
Text messaging inside WhatsApp, Telegram and similar apps is unaffected either way. The block targets the calling function, not the app itself. If the symptom on your trip is a video call not connecting, the fix sits with the calling method, not the SIM.
Before you fly, and on landing
Install the Burj Mobile profile before you leave, on home Wi-Fi. That’s the same rule that applies to every destination in this catalogue. Because the usage clock only starts at the first UAE connection, installing weeks ahead costs nothing. Airalo publishes no install-by deadline for this profile, unlike some others in its catalogue (Airalo catalogue data, checked 14 August 2026). Buying months ahead is untested here. Confirm the profile still installs before you fly.
Confirm it shows as installed in your phone’s SIM settings. On Android, complete the APN step above while a working connection is still there to fix any error. Screenshot the QR code and save the confirmation email regardless of which install method was used.
On landing, take the phone off airplane mode. Turn on data roaming for the Burj Mobile line specifically, and leave the home SIM’s own roaming off. Set Burj Mobile as the line that carries mobile data in SIM manager. Rename it too, so it isn’t sitting next to the home line as an unlabelled “SIM 2.” None of this changes what happens with app calls. That outcome is decided by which network the data lands on, not by a setting on the phone.

TDRA has not published a newer version of this policy since 30 December 2009. It gives no fixed review schedule for it. Recheck tdra.gov.ae directly if it’s been more than a few months since this date. Oman and Qatar are widely reported to run comparable VoIP restrictions.
